Animal Quarantine Laboratory Activities


The laboratory activities involve laboratory testing, which are animal pests interception and monitoring of animal biosafety and many laboratory series of activities in order to maintain and encourage the implementation of ISO/IEC 17025:2008 laboratory accreditation, include comparative tests, proficiency testing, validation methods and activity schedule in order to implement ISO/IEC 17025:2008 which are internal audit, surveilance and management reviews.


Series of activities related with Inception based on the testing report in BBKP Surabaya animal quarantine laboratory in year 2017 and other test result which sent to other labs as quarantine measures. The tested samples are samples from quarantine measures that needed certainty through lab testing, animal quarantine traffic monitoring, animal biosafety monitoring. The samples are serum, swab, MBM, PPM, Feather Meal, Meat, Eggs, Birdnests, Feathers etc.

Lab Interception activities data in 2017 divided by the activities inside the scope of accredtiation and the activities outside the scope of accreditation so that it can monitored the activities inside the scope of accreditation. In animal quarantine there are 2 location of accredited labs, which are Kalimas Lab and Juanda Lab. Beside those labs, the animal quarantine unit also has built a miny lab at each working area based on the traffic to fullfill its quick and accurate service standards.

Animal disease quarantine interception activities in 2014 discovered several animal disease/pests class II based Kepmentan No. 3238 / Kpts / PD.630 / 9/2009 concerning the classification of the types of quarantine animal pest, categorization and classification of the carrier.



Surveillance activities against the carrier of HPAI / Avian Influenza carried out in the implementation of traffic control both import and export as well as between areas corresponding Regulation of the Minister of Agriculture No. 37 / Permentan / OT.140 / 3/2014 concerning Animal Quarantine to Entry and testing of the traffic Unggas.Untuk DOC, DOD uses AI PCR method, whereas adult birds using rapid test HA HI and we perform for small birds (Birds) and adult birds when requiring rapid testing because it will soon be dispatched.


From the test results, especially for domestic outgoing traffic, the test results through the Rapid Test are 261 positive, while the PCR testing are 196 positive AI , decisions we took for these animals is not to issued the health certificate.


The supervision activities of Carrier of HPR carried out in accordance the Decree of the Head of Agriculture Quarantine Agency No. 344b / Kpts / PD.670.370 / L / 12/06 on technical guidelines and the requirements of quarantine measures against the importation HPR.


From the test results, especially for domestic traffic , the test results through Elisa rabies, there are 196 not protective , (Elisa Rabies (OIE), Protective ≥0,5 IU; not protective


Supervision of the entry of food of animal origin from abroad to the territory of Indonesia it is time to be improved, in particular to prevent the entry of food of animal origin that are not safe from contamination of biological, chemical and other dangerous objects. Activities for the control of animal origin food against microbial contamination in freight samples include meat, if meat, milk, milk though, swallow nest.


Calculations based on the proportion of microbial contamination test results (> BMCM) in 2014 from the testing that we did against Total Plate Count (TPC), Coliform, Escherichia Coli and Salmonella presented on the graphic, the percentage is above the threshold. There is 8.33% or 12 out of 144 samples that showed MPN Coliform had exceeded the standards of BMCM which is 1 × 102 MPN / g; 4.17% or 6 out of 144 samples that showed E.coli MPN had exceeded the standards of BMCM whic is 5 × 101 MPN / g ; and 1.37% or 2 out of 146 samples showed MPN Salmonella had exceeded the standards BMCM which is positive. The test results that exceeded the standard BMCM likely due to factors processing that does not meet the standards of Good Manufacturing Practice (GMP) and Hazard Analytical Critical Control Point (HACCP) procedures transportation of products that are less hygienic and not according to the Standard Operating Procedure (SOP) as well as the sampling procedure not according to the SOP and Mechanical sampling correctly according to the decision of the Head Barantan No.2897.a / PD.670.320 / L / 10/07 on Guidelines for sampling within the framework of the Monitoring HPHK Animals, Animal Origin Materials and Material Results of Animal Origin in the Region Entered / Expenditure and Regional Distribution of ex-importation.

IMPLEMENTATION OF ISO 17025 : 2008 & ISO 9001 : 2008


Animal Quarantine Lab of BBKP Surabaya is a supporting part of the animal quarantine service activities. Animal quarantine laboratories is one of the testing facility for the detection, identification, and diagnostics. Reference used in the implementation of the laboratory management system is ISO / IEC 17025-2008, where the Lab of Animal Quarantine service unit of BBKP Surabaya has been accredited by the National Accreditation Committee dated June 15, 2007.


Besides the main activities mentioned above, animal quarantine laboratories of BBKP Surabaya also carry out various activities in order to improve their competence, among others, by doing the proficiency test which become the accredited laboratories provision, conduct comparative tests of other labs and testing samples from other agencies, as places for apprentices either by other UPT and students from Airlangga University, IPB and private sectors and various other activities such as training laboratories in order to improve testing capabilities.
